After a while I am here with a switch of Czech (cs_CZ) locale to UTF-8. As 
you suggested, we made a poll, all of the active translators clearly 
support use of UTF-8 so can you please incorporate attached files into tree 
and change encoding for cs_CZ locale to utf-8? You will find there *.po 
files from HEAD and just in case it is important also files from SM-1_4_15 
branch. Last part (NEW subdir) is my last contribution which I am not sure 
they made it into the tree (29.7.2008 12:58 @ SM-i18n list).

During poll we discovered that these guys are no responsive, so mark them 
please as retired (I took over their translations):

  Daniel Kahoun <[email protected]>
  Jimmy Conner <[email protected]>
  Ivo Panacek <[email protected]>

these two too gave up actively

  Jiri Demel <[email protected]>
  Viktor Matys <[email protected]>
