ta_LK language pack for Squirrel mail

Tamil is been used in Many countries including Sri Lanka (LK), India,
Singapore, Malaysia... Though the written Tamil is same in all of these
countries, there are differences in real usage.
We are also doing Joomla, Moodle, Mozilla localizations and in all we are
using ta_LK. Therefore I think it is appropriate to use 'ta_LK' rather 'ta'.
