I does not suck at all ;-)

I have been notified that after upgrade to 1.4.18 works Czech environment 
in UTF8, which is great, but help is still in ISO, which is bad. I do not 
recall me providing help in utf8 so question is: is it done automagically 
or should I ASAP prepare re-encoded help for you?
