I asked only for mbstring. Not for whole config.

If you check changelog, you should see that it has some entries about
charsets. IMHO they apply only to utf-8 based translations or default utf-8
charset.

You are free to inform Ubuntu that their SquirrelMail version is vulnerable
to DoS attack triggered by combination of PHP bug and invalid headers passed
in emails.
