Rommel,

In an effort to assist you I have built a centos7 virtual machine.

I installed the development tools and compiled the chpasswd.c software. 
Although it compiled I couldn't get it to work properly.

However I did follow the instructions here

https://www.rootlinks.net/2017/03/21/install-poppassd-on-centos-7/

and I was able to get a popassd daemon running on centos 7 with very 
little effort.

I would again recommend running the change password plugin here.
