There is no "filters" plugin, but if you are referring to "Server Side
Filters" then yes, it is still maintained, although you may need to ask me
offlist if you want more up-to-date code.

You're mixing up different plugins. Yes, I believe the "Avelsieve" plugin
is not maintained any longer, but newer versions of the "Server Side
Filters" plugin can be configured to create sieve rules including
autoresponder functionality.
