patch: fixed Chinese converters etc.

Hi

I added support for non-hanzi (symbols, latin letter etc.) and 
some extension for Chinese converters, and some fixes.

Addtion:

  big5.pl / big5.h / big5.c:
    Non-hanzi maps are added.
    ETen extension (de facto standard in Taiwan) maps are added.
    Big5-HKSCS (regional standard in Hong Kong) converters are added.

  gb2312.pl / gb2312.h / gb2312.c:
  - Non-hanzi maps are added.

  * Please update big5.h and gb2312.h

Bug fix:

  ksx1001.c:
    fixed code range bug in ISO-2022-KR converter.
    # this is contained in 20040202 patch.

    fixed bug in to(upper|lower|title)_func.

  eucjp.c / ksx1001.c / shiftjis.c:
    unicode_info flags are corrected.

    * Now CP949 and SHIFT_JIS are not superset of US-ASCII,
      but of ISO 646 domestic versions.
