Read the document INSTALL in the top of the source directory:

   For  information  on installing and activating mail filtering, see the
   file maildir/README.maildirfilter.html.
...
   SqWebMail  can  be set up to encrypt and decrypt mail using GnuPG. For
   more  information  on  setting  up and using encryption, read the file
   gpglib/README.html in the source distribution.

In both cases, you need to create a file within the user's Maildir before
the feature is enabled.
