 From the INSTALL file:
"/usr/local/share/sqwebmail/html/LANG/TIMEZONELIST - a list of alternative 
timezones. By default all dates and times are shown in the server's 
default timezone, and the dropdown list on the login screen can be used to 
select an alternative timezone. SqWebMail comes with a default alternative 
timezone list that lists only a small number of timezones. Additional 
timezones can be entered into this file to be shown on the login screen."

 From the TIMEZONELIST file:
# This file lists the available timezones in the login dropdown list
#
# The first entry, "* *", renders as an empty, default choice in the
# dropdown list.  It's impossible to provide a default list of every
# timezone in use, hence the default leaves your TZ setting untouched.
#
# You may wish to remove the default, and move up your local timezone
# up, since the first listed timezone is going to be the dropdown
# default.

If you remove all the entries, leaving the timezone you want to be the 
default as the only entry, this /should/ accomplish your task.

If you have clients who travel, you might want to leave the commonly used 
timezones.
