No, it's not.

sqwebmail sets the attachment name correctly.

Once again: look at the mail headers.  The attachment name is set correctly. 
If the receiver's mail client cannot handle attachment filenames correctly, 
there's nothing that sqwebmail can do about it.

It is a known issue that some mail clients cannot properly parse attachment 
filenames.
