Outlook sucks! It does not support RFC2231 but sqwebmail does, sqwebmail 
attach file with
RFC2231 support, include additional charset and language specification. 

If you want sqwebmail to be compatible with outlook or other MUA, you'd 
better do some change
to sqwebmail source code, disable rfc2231.
