An old mobo, even from around 2000 might work without issues with an
empty battery [1], so after startup the operating system might be at
some time UTC on 1 January 1970. Considering the beginning of Unix time
at 00:00:00 UTC on 1 January 1970, UTC-nn:nn would allow to represent
times before 1970, but UTC is tricky, see

Different operating systems might use different correct or broken time
zone mappings, to generate the "Date" header. However, an empty
battery in an UTC-nn:nn time zone could lead to the date 1969, while
the mail was written in 2000.

[1] At least one of my old mobos did work with an empty battery, while
at least another newer mobo didn't work, before replacing the battery.
