What distro {,distro release} are you using? There much likely is a
package called "bogofilter" available, perhaps it's a meta-package.
However, you don't need to worry about bogofilter headers by a
development package, there aren't such files.

Try adding "--enable-bogofilter-plugin" to "./configure".
