The only line-wrapping that Claws Mail does is when the line exceeds the
visible area.

This sounds like a bug. OTOH, I've never seen such behaviour, so could be a
local issue.

Please open a bug report and attach an example message. Or, at least, send me
an email off-list, attaching an example message.
