Once you got it working, a double-click should work as well.

?s will expand to %WINSYS%, e.g. "c:\winnt\system32", so your final path
will be "c:\winnt\system32\Windows NT\Accessories\ImageVue\KodakPrv.exe"
(depending on the name of your windows dir).
Is this the path you intended?
I would expect this app under ?p (= "program files").

It has to be called mailcap.win32 - do not strip the extension.

Please note, that those files are read once when Sylpheed starts. You
have to restart Sylpheed after doing the changes (this one fooled me
several times).
