Claws/Win32 listens on TCP port 54321 to be able to receive commands from
a sylpheed call (e.g. sylpheed --compose) instead of opening a second GUI.

So there are two possibilities:
1. After an unclean shutdown, this socket may still be open. On NT based
   systems, a new login helps. Possibly you have to reboot 9x/Me.
2. There is a different application using the same port.

On NT/2K/XP you can look at the output from "netstat -an" and watch for
the port number 54321 to see if it is active. No idea, if this works on
9x/Me too.
