Don't have that, so it's not mandatory

I vaguely remember that the optionsfile changed to gpg.conf.
You might try renaming Options to gpg.conf and editing the registry key.

This is my registry entry
[HKEY_CURRENT_USER\Software\GNU\GnuPG]
"HomeDir"="C:\\GnuPG"
"gpgProgram"="C:\\GnuPG\\gpg.exe"
"OptFile"="c:\\gnupg\\gpg.conf"

Path does not matter, I've moved it around before.
