Filters fail to move messages

I'm using Sylpheed 0.8.11 Claws on Windows XP on two different systems.  On one system, the filters work just fine as far as sorting my incoming messages into different folders.

On the other, the incoming messages always end up in inbox, even though there are filters that are supposed to move them.  I have other filters which set the colors, and those work just fine, so I know filters are being run.

Anyone know what might prevent the messages from getting moved?  The mailbox folders seem to have mainly rwx------ protection on them, but mutt and other MUAs are able to move messages around with no problems.

Any clues?
