This is a bug in IE:
The URI passed to the browser command is
  file://c:/program%20files/sylpheed/doc/manual/en/sylpheed.html
IE seems to escape the "%", what is simply wrong.

The above URI is fully rfc2396 compliant, I don't change it
as it could cause problems with working browsers.
