No Linux here but...
For me on Windows 10 it uses the program registered by the OS for
that extension. E.G. jpeg is registered to xnviewmp.exe,
when I double-click the a "image/jpeg" the files is opened by
xnviewmp.exe, while if I click once the image is displayed into the
Sylpheed message pane.
Files are stored into ..\Data\profile\mimetmp\

I have D:\SylpheedPortable\App\Sylpheed\etc\mime.types
where "image/jpeg" is associated to "jpeg jpg jpe",
but I'm not sure that this is actually used in Windows.
Neither any "mailcap" here.

Could it be that in your OS the default ".jpg open with" settings 
overrides "mailcap" and uses only the mime.types like in Windows 10?
