Could you please look into registry key

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Time Zones\Central European Standard Time

and see what are the Std... / Standard...  values there

If you dont see "Central European Standard Time" key, you would need to search for a value with "Warsaw" and tell me what the key name is
