I have similar issue with my german Windows 11 Pro 23H2.
Berlin is W. Europe Standard Time.

For Computer\HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\Microsoft\Windows NT\CurrentVersion\Time Zones\W. Europe Standard Time
is Std: Mitteleuropäische Zeit
