I got the same error (depending on version) but it is fatal over here. Anyway, you just proved my point tha the correct .dll is not included in the .msi. Try overwriting your ceflib.dll with he attached one (*) for 11.4.1 (not before making a backup of your existing one, as usual). and see whether the error persist and whether TB changes behaviour in any way. Over here, it changed behaviour insofar that it works again. However, the odd email is still not shown, which was reported in https://bt.ritlabs.com/view.php?id=2318 which has so far not even been acknowledged by Ritlabs.
