As hideous as I find this style (backing up all those X versions of Chrome comprising gigabytes and other binaries along with the profile) - the reason is almost certainly that installing into the user profile avoids the necessity to invoke the UAC (have or get the Admin rights in order to write into program files) for installing or updating the program. And it only applies to the "Automatic Updates" flavor of the package.
