In my opinion you should check the network configuration in your PC. 

I tried to download the "nau_thebat_64_11-4-3-11.msi" file and have no
problems. Download bandwidth was about 350 Mbit/s on my 600 Mbit/s
link.

Try to customize your network setup by TCP Optimizer tool, it should 
help, I think. This tool can be downloaded from Internet, use Google.
