Regexp description in "normal" language

Hello ,

Please, I found this construction in my template and can't understand it
(and I'm sure - I never wrote it)

%SETPATTREGEXP="(?(?=^;;);;(.*);;|;;.*;;(.*))"%REGEXPBLINDMATCH="%SETPATTREGEXP='(?U)^References:(.*)$'%REGEXPBLINDMATCH='%HEADERS'%SUBPATT='1';;%OFROMNAME;;%OFROMFNAME"%SUBPATT="1"%SUBPATT="2"

And where is it better, than ordinary OFROMNAME?
