amavis in EPEL 8

Hello,

I've recently introduced amavis 2.12.0 in EPEL 8, any feedback on it is
welcomed. As I use primarily amavis in a Fedora box, I have only done basic
testing in CentOS.

Please, note that the PowerTools repository needs to be enabled to satisfy
all the dependencies. You can enable it in CentOS at
/etc/yum.repos.d/CentOS-PowerTools.repo
