Thanks. Setting  "$inet_socket_bind = '0.0.0.0';" resolved the issue. Additionally setting "@inet_acl = qw(127.0.0.1 172.16.32.0/24);" locked it down.

It looks like your system has general IPv6 support, but not every interface has an address.
