Maia rules order: banned file check or blacklisted user

Hi,
i recently noticed that banned files still arrive to  quarantine, even if
that sender, is blacklisted in maia for user and domain.

Mails that don't have banned file in attachment, from same blacklisted
senders are blacklisted as expected.
I would like first check if sender is blacklisted, if not  check if mail
have banned attachment.
It would help us to reduce mails which need to be checked in quarantines.

I know that senders can be  blacklisted  from postfix, but in that way
sender  will be blocked  for whole domain, but that is to restricted rule
for our case.
