I'm totally stumped. I just did a diff on my working Maia PHP directory against a fresh pull from the technion branch (tag 09eb7e5) and there's absolutely no difference (aside from expected stuff like 'config.php' and compiled themes). I'm not sure why mine would work with PHP 7.2.29 and yours wouldn't.
