Permissions problem on FreeBSD 11.4

I am getting this error after installing from the FreeBSD ports 
collection with dependencies. I get the OK on all using configtest and 
no errors in the php error_log. The website error is :

Permissions problem: Please run configtest.php for more information.

is the pgsql db used
