I'm zeroing in on one of the remaining show stoppers. PEAR::Mail_mimeDecode
uses "create_function()" for decoding mime attachments, and this no longer
works in php 8.

So, much like the conversion to PDO, we'll have to go through and update
the code to do it a different way.

Hopefully, that will be the last major issue.
