The file is: "/etc/MailScanner/rules/spam.whitelist.rules". It is referenced here: "Is Definitely Not Spam = %rules-dir%/spam.whitelist.rules". For completeness sake here is another part you might want: "%rules-dir% = /etc/MailScanner/rules".
