I would like to build an interface to use MailScanner instead of just command line utilities. The functionalities would be to see which emails are quarantined, which are in the black/white list etc.

The short answer to your questions is No.

As far as a Django application is concerned, MailScanner per se has no web UI, so what exactly would you want in a Django application?
