ignoring quotas if .qmail exists

Hello!

I investigated that our quotas are ignored if the ".qmail" file exists
in the mailbox.
After some research I found that this behaviour was discussed 2003 in
the mailing list, too:

Will/can this be fixed or are there some reasons for that?
