problems when assigning quotas

Hi,
When I use vqadmin I find that all users are housed in
/home/vpopmail/domains. Can't it work for system users? The reason is
taht I can assign a single sytem quota for each users and tehy can
manage their mail, fpt, http sizes by themselves.
Is it possible?
