vqadmin CGI Scripts

Authentication Failed Username unknown

vQadmin was unable to determine your username, which
means your webserver is improperly configured to run
with this CGI.  For security reasons, this script
will not run without Apache htaccess lists.


where exactly is the script looking for the htaccess file?
ive tried placing it in apache/conf per the instructions, the cgi-bin, and 
cgi-bin/vqadmin with
still no luck... Also am I supposed to pass the username and password via 
the command line in the address?
www.servername.com/cgi-bin/vqadmin/vqadmin.cgi?user=whatever
