Help please, vqadmin not adding domains.

Hi all,
 
Have just installed vqadmin, and the problem in short is, I am unable to add
any domains.  Nothing is being added to ../vpopmail/domains
 
In an earlier post, I found :

Make sure vqadmin.cgi is running as root. 
It needs to be setuid/setgid root and the web server
needs to allow it. I would check that first.

When adding a domain, the error that vqadmin is showing simply says "Could
not update file" and not "List Domains:could not open......" as mentioned
above.
 
qmailadmin.cgi has the UID and GID as root :
-rwsr-sr-x    1 root     root        73332 Apr 12 13:54 vqadmin.cgi
 
This leaves "the web server needs to allow it"???
 
Any help would be greatly appreciated, and thanks for your time.
