403 Forbidden Error and permission errors ???

hi all,
i try to access vqadmin through my browser and type :
http://localhost/cgi-bin/vqadmin
and then a pop up appears and authentication required, so i supply username
and password.
but vqadmin.cgi not comes directly, so i have to add vqadmin.cgi manually a=
t
the and of .../cgi-bin/vqadmin/ in the address bar.
why this page doesnt show up soon as i supply username and password ?
any way to fulfill this operation instead of adding manually at the end?
secondly:
after opening the page [http://localhost/cgi-bin/vqadmin/vqadmin.cgi] with
any user i created, i cannot do anything :'(
all operation fails and says that i dont have proper permissions :'(
[delete domain: permission denied,
add domain: permission denied ... etc]
what should i do not to get such permission errors ?
help please.
