getting error when I try to load wl from 20190623 package

Hi.  I installed the newest wl from elpa and it won't start.  I get
the following error output if I set debug-on-error to t

I am using emacs 26.2.
Let me know if you need any further information, so we can fix it.

I did notice that at least one file failed to compile, but it seemed
to be related to Japanese, so I thought it was OK.
