I'd suggest +1 on option #2.  Emacs 25 is in the wild for some weeks
now and Emacs 24 some years before that.  How many years does one need
to set the way back machine for to get Emacs 20, much less 18?  If
legacy, legacy Emacsen can easily be supported then fine and dandy,
but if such support impinges on modern emacsen, then the time has come
for such old dogs to either live with it or upgrade.
