AFAIK EasyPG does not provide a method to retrieving keys from a
keyserver.  Please enable gpg's automatic retrieving feature.  Search
auto-key-retrieve and gnupg for details.

SEMI-EPG should choice the signing key based on "From:" header.  What
you mean by "the most approprate default"?
