why does WL download entire messages just to set a flag?

So I use Wanderlust with IMAP, and I use "flags" on messages quite a lot.

However I've recently become much more aware of the fact that WL will
download the entire message just to apply a flag to it.  (Probably I
notice this more because some of the junk messages I still recieve seem
to be growing larger in recent years, and I flag junk with a "Junk"
flag.)

Now I haven't looked too deeply into why it is doing this, though so far
I don't think it is anything special to do with my local setup, and I'm
reasonably certain that IMAP does not require this.

So, is there any easy way to stop it from downloading just to set flags?
