What do you mean by "pure html, not a mime attachment" ?

 1. The message is non-MIME message.  It does not have Content-Type
 header.

 2. The message is a single text/html part MIME message.  It has
 Content-Type header indicating text/html part.

If you mean 1, that is a feature.  When Content-Type header is
missing, content is treated as text/plain part.  If you mean 2, not
reproducibe for me.  I can render a single text/html part by shr
automatiacally without special settings.
