Webmail - New in CVS: encoding detection and display

Hi,

There was a "problem" with charset when reading the mails.
The charset encoding was set only according to configwm.pm.
In most countries (North America, Western Europe), this is not really a 
problem, because you have only Windows and ISO charsets and they are really 
close. It starts to be a small problem with UNICODE, but it's not used a lot 
anyway.
However, in Eastern Europe, and more specifically in Russia, this is a big 
problem, because Windows/ISO and KOI encodings are very different, and also 
very common (about 50/50).

So, i've put in CVS some new code:
- getmsg.pl now sends to the browser the encoding it has detected in the email
- in that page, text buttons were replaced by images, so that when the charset 
changes it's not a problem

Some things remain to improve, but it'll be difficult to do a lot more. in 
particular, i'm not sure it's possible to do a multiple-charset form for 
sending emails, or it'd be very complex.

Anyway, if some of you want to give a try to this code before i add more or 
release it, it's in CVS (should be available in SF's anonymous CVS in several 
hours).
