Terry, I had a similar problem, using POPFile as spamfilter, and it turned out
that I needed to change the POPFile configuration to set the "pop3_toptoo"
parameter to "1".  In POPFile v0.20.1, you can find that parameter in the
Advanced tab in the GUI. Once that parameter was set, ZOE started to ignored
"X-Text-Classification=spam" messages
