The property files are loaded lazily when needed. In the case of the 
SpamHeader, this will be when fetching a new message from your email 
server. You should see a log from SZMail.MailFilter.<clinit> listing 
the filters you have defined. Once loaded, they should also show up in 
the configuration editor.

As far as POPFile goes, make sure that it returns the same information 
for TOP as well as for RETR. There is a configuration for this in 
POPFile.
