It's a shortcoming of the 'mailto' URL. 'REPLY ALL' triggers the local 
email client by building the relevant 'mailto' URL. Unfortunately, 
there is no consistent way to specify the message body through such 
URL. Sigh...

Yes. This is because the '@' widget triggers the build-in email editor.
