The 75 bucks.  It was a pretty wimpy annual cost for fire protection.  I think
it was designed as a supplement and token fee, there is no way 75 annually pays
the salaries, costs and maintenance of a fire department.  The fee was
administrative.

So the fact that the guy says he was willing to pay is irrelevant.  It was not
about the money.

What do you mean when you say "the fee was negligible"?  Are you referring
to the regular $75 fee, or do you mean that the one-time cost of fighting
an uninsured fire would have been "negligible"?
