I don't misunderstand you.  I just think you're looking at the wrong 
"cost".  This man consciously chose *not* to pay the $75.  He apparently 
felt it was an unjust cost, so he didn't pay it.  But was he right?  No.

Apparently this man disagreed when he chose not to pay the $75.

Oh, wait, that's right.  He refused to pay the fee because he thought he'd 
get what he wanted *without* paying for it.  He didn't think there *would* 
be any cost when he made his choice.  Well, that'll learn 'im.

And remember, we have to think Big Picture here:  It's not just about 
*him*, it's about *everyone*.  If *he* defies the system and gets what he 
wants for free, then *everyone* will defy the system and try to get what 
they want for free.  Instead, he has now been shown that his choices have 
consequences -- and so everyone else has been shown that, too.

Thus, on a Big Picture scale, everyone in the area will now know exactly 
what they are choosing when they decide whether to pay the $75.

Yeah, but it's not the firefighters' issue.  You and Paul and others here 
seem to think that the firefighters -- who are, after all, only employees 
of the fire department -- should have said "Screw it!" and gone in there 
against orders.  But it wasn't their call.  If the guy wanted to negotiate 
a new contract with the fire department, he needed to talk to someone in 
charge, i.e. with someone who could arrange the financial transaction.
